The BEP-TR software program, prepared according to the National Calculation Program, can only be used by registered users for the purpose of issuing energy identity certificates. Access to BEP-TR, which operates on Ministry servers, is granted to organizations authorized to issue energy identity certificates. Authorized organizations include accredited Independent Engineer Consultants, energy efficiency consulting firms (EVD), and EKB experts.

However, this authority is used by real persons certified by the Ministry to issue energy identity certificates on behalf of the authorized organization by participating in the organized trainings. If these persons leave their organizations and start working in another authorized organization, they are granted access to BEP-TR upon the written request of the new organization, without the need to participate in additional training and certification programs.

Engineers or architects who have obtained an authorization certificate to issue EKB and have a Freelance Consultant Engineer certificate from professional chambers, or legal entities employing such qualified engineers or architects, are considered authorized organizations to issue EKB for new buildings.

Energy Efficiency Consulting Companies (EVD) employing engineers or architects authorized to issue EKB are considered authorized organizations to issue EKB for existing buildings.
